Exemption for Disabled Veterans and Qualified Surviving Spouse

Real Estate Tax Exemption for Disabled Veteran or Surviving Spouse

In accordance with the Code of Virginia § 58.1-3219.5

A veteran who has been rated by the U. S. Department of Veterans Affairs as having a 100 percent service-connected, permanent, and total disability, and owns and occupies the real property as their principal place of residence may qualify for an exemption effective on or after January 1, 2011.

Documentation required to apply:

  1. Completed application, which must be submitted to this office in person.
  2. The letter issued by the U. S. Department of Veterans Affairs indicating the veteran’s disability is 100% service-connected, permanent and total. The letter should also include the effective date of the disability.
  3. Copy of the veteran’s valid Virginia driver’s license.
  4. Copy of a current utility bill in the veteran’s name as proof of residency. 


The Surviving Spouse of a Qualified Veteran who died on or after January 1, 2011, may qualify for an exemption.

Documentation required to apply:

  1. Completed application, which must be submitted to this office in person.
  2. Documentation from the U. S. Department of Veterans Affairs indicating the veteran’s disability was 100% service-connected, permanent and total.
  3. Copy of Veteran’s death certificate showing that death occurred on or after January 1, 2011.
  4. Proof of marriage.
  5. Copy of Surviving Spouse’s current Virginia driver’s license.
  6. Copy of Surviving Spouse’s recent utility bill as proof of residency.
