Rose McKinney, Director of Human Resources, oversees a dedicated HR department that delivers excellence with a balance of professionalism, quality service, and empathy to achieve a positive impact for York County and our workforce. Her team of highly successful HR professionals is responsible for all facets of the employee lifecycle. This department manages the recruitment, selection and retention; classification and compensation; benefits administration; health and wellness; training and development; and employee relations for a County workforce of approximately 1,100 full-time, part-time and work-as-required employees. Mrs. McKinney serves York County with a professional background of nearly 30 years of human resource management experience and 24 years in local government.
