As the Deputy Director of Community Services, Dr. Amber Richey assists the Director of Community Services in overseeing the development, administration, and supervision of Children and Family Services, Parks and Recreation, Housing and Neighborhood Revitalization, and Juvenile Services. In addition to her management role within the Department of Community Services, Dr. Richey plays a pivotal role in representing the County on local boards and community task forces that advocate and provide vital services to the community. Her leadership in these roles has been instrumental in shaping the community's service landscape.
With a background in human services, education, nonprofit management, and administration, Dr. Richey has led numerous successful initiatives and programs that have made a profound impact in the community and across various sectors. Before being promoted to Deputy Director, she was hired in 2017 to serve as York County's Children and Family Services Manager. In this position, she served as the County's Head Start program director.
Embodied with a passion for delivering quality services to citizens, Dr. Amber Richey aims for excellence and lives by the motto: "To be better, you must do better." She has a Bachelor of Arts in Sociology from Norfolk State University, a Master of Business Administration from American Military University, and a Doctorate of Education in Educational Leadership and Management from Capella University. She also possesses an Executive Leadership Certification from the National Society of Leadership and Success, and she is a graduate of the LEAD: Leading, Educating, and Developing program offered through the Virginia Institute of Government at the University of Virginia. She is optimistic about the future and hopes to continue making a difference in the community.
