York County Appoints Earl W. Anderson, AICP, CZA as Acting Director of Planning and Development Services

York County is pleased to announce the appointment of Earl W. Anderson, AICP, CZA, as the Acting Director of the Department of Planning and Development Services.

In this role, Mr. Anderson will oversee the Planning, Development Services, and Building Safety divisions. He will continue to manage daily operations of the Development Services division, coordinate plan review and zoning enforcement processes, and lead a team of professional, technical, and administrative staff. His leadership ensures compliance with County codes and design criteria while maintaining a responsive, customer-focused approach.

With a public service career spanning more than two decades, Mr. Anderson brings extensive experience in planning, zoning, and development oversight. He has previously served in several key positions within York County, including Planner, Senior Planner, Chief of Development Services, and most recently, Deputy Director of Planning and Development Services. Prior to his tenure with the County, he held planning positions in Richmond and Harrisonburg, Virginia.

A U.S. Navy veteran, Mr. Anderson served as an Aviation Electrician from 1990 to 1994. He holds a Bachelor of Science in Community and Regional Planning from Appalachian State University. He has contributed to the planning profession statewide through his service on the Virginia Chapter of the American Planning Association Board from 2004 to 2025, serving as President from 2018 to 2021.
