York County Releases Its Inaugural Popular Annual Financial Report (PAFR) for Fiscal Year 2024

York County has released its first-ever Popular Annual Financial Report (PAFR) for the fiscal year ending June 30, 2024. This report is designed to provide residents with a clear and accessible overview of the County’s financial position and key economic and demographic highlights.
The information in the PAFR is derived from the County’s Annual Comprehensive Financial Report (ACFR), which adheres to Generally Accepted Accounting Principles (GAAP) but can be complex for those unfamiliar with financial and accounting terminology. By contrast, the PAFR simplifies this data, making it more user-friendly while maintaining transparency about the County’s financial health.
County Administrator Mark Bellamy stated, “The PAFR is a snapshot of the County’s finances that helps residents understand how their tax dollars are being used. This concise report provides insight into revenue sources, tax dollar allocation by expense category, debt analysis, and key projects of interest.”
York County is submitting this inaugural PAFR to the Government Finance Officers Association (GFOA) for recognition. The GFOA evaluates reports based on clarity, accessibility, and reader appeal. The County’s ACFR has received the GFOA’s Certificate of Excellence for 38 consecutive years, underscoring York County’s commitment to high standards in financial reporting.
The PAFR program was established by the GFOA to encourage state and local governments to extract key financial information from their ACFRs and present it in a format that is easily understandable and accessible to the public.
